Elizabeth Buenrostro Ginsberg

Treasurer and Tax Collector

Elizabeth Buenrostro Ginsberg is currently serving as Treasurer and Tax Collector, overseeing all operations of the Department, including the systems, programs, and services necessary for the billing, collection, deposit, investment, and management of County funds, community college, school district, and employee funds, and the financing activities of the County, including relationships with rating agencies and investors.  Ms. Ginsberg serves as ex-officio trustee of Los Angeles County Employees Retirement Association’s Board of Retirement and Board of Investments, as well as a member of the Los Angeles County Plan Administrative Committees Deferred Compensation Plans (401k and 457b).  She has 26 years of combined experience in accounting, internal controls, treasury management, property collections, and public administration in three departments with Los Angeles County.  Ms. Ginsberg earned a Bachelor of Science in Business Administration with a Major in Accounting from the California State Polytechnic University, Pomona and holds the certification of Accredited Automated Clearing House Professional (AAP).

Assistant Treasurer and Tax Collector

Heather Usiski serves as the Assistant Treasurer and Tax Collector for the Public Finance and Investments Branch at the County of Los Angeles.  In this role, she oversees all aspects of the County’s Public Finance, Investments and Deferred Income Plans.  Ms. Usiski brings more than 24 years of experience in the financial services industry, including senior leadership roles in government banking at national financial institutions.  She has led initiatives related to municipal financing, treasury optimization, and liquidity management for large public-sector clients across California.  She holds a Bachelor of Science in Business Administration with a major in Financial Management from the University of North Dakota and is an active member of national and regional public finance organizations.

Teresa Gee

Chief Public Finance Officer

Teresa Gee is the Chief Public Finance Officer with the Treasurer and Tax Collector’s Finance and Investments Branch.  Ms. Gee has worked for Los Angeles County for over 30 years, 20 of which are within the Finance and Investments Branch.  She oversees the investments of the County’s treasury pool and deferred income retirement plans and is responsible for the debt issuance programs administered by the public finance office.  Ms. Gee is a member of Los Angeles County Management Council and Asian Americans in Public Finance.  She holds a Bachelor of Science degree in Accounting from California State Polytechnic University, Pomona.
