Treasurer and Tax Collector

Keith Knox was appointed Treasurer and Tax Collector, and Public Administrator by the Los Angeles County Board of Supervisors on December 17, 2019. Prior to his current role, he served as Chief Deputy Treasurer and Tax Collector. Mr. Knox is the ex-officio trustee of each of the two governing boards of the Los Angeles County Employees Retirement Association (LACERA), the Board of Retirement and Board of Investments. He also serves as the ex-officio member on the County's three Deferred Compensation Plan Administrative Committees.

Mr. Knox is an experienced County professional with more than 29 years of progressively responsible experience managing various areas of budget, contracts, human resources, and public information. Mr. Knox earned a Bachelor of Arts in Political Science from the University of Colorado and a Master of Business Administration from the University of Southern California.

Elizabeth Buenrostro Ginsberg

Chief Deputy Treasurer and Tax Collector

Elizabeth Buenrostro Ginsberg is the alternate ex-officio trustee of LACERA’s Board of Retirement and Board of Investments for the County of Los Angeles. She has 23 years of combined experience in property taxes, accounting, and internal controls in three departments with Los Angeles County. Ms. Ginsberg is currently serving as Chief Deputy, Treasurer and Tax Collector, overseeing all operations of the Department, including the systems, programs, and services necessary for the collection, deposit, investment, and management of County funds, community college, school district, and employee funds.

Notable accomplishments include the following:

·Accredited Automated Clearing House Professional (AAP) Certification.

·Member of the Los Angeles County Management Council.

·Former member of the Association of Los Angeles County Investigators.

·BS, Accounting, California State Polytechnic University, Pomona

Assistant Treasurer and Tax Collector

Daniel Wiles was appointed to the position of Assistant Treasurer and Tax Collector by the Treasurer on September 24, 2019.  Mr. Wiles oversees the Finance Branch of the TTC, consisting of Public Finance, Cash Investments and Defined Contribution Plan Investments.  Mr. Wiles is an experienced public finance professional with almost 40 years of responsible experience as a public sector executive, a financial and investment advisor and bond and underwriters counsel. Prior to his current role, he was a Principal and Chief Compliance Officer of Fieldman, Rolapp & Associates, Inc., a municipal advisory firm based in Irvine, California for 17 years.  

Mr. Wiles earned a Bachelor of Science in Economics, magna cum laude, from the University of Minnesota and a Juris Doctor, magna cum laude, from the University of Minnesota Law School, where he was an editor of Volume 66 of the Minnesota Law Review.  He held MSRB Licenses as a Municipal Advisor Representative (Series 50), Municipal Advisor Principal (Series 54) and Registered Investment Advisor (Series 65).  He is a member of the Government Finance Officers Association, serving on the Treasury and Investment Management Standing Committee and the California Association of County Treasurers and Tax Collectors.

Teresa Gee is the Chief Public Finance Officer with the Treasurer and Tax Collector’s Finance and Investments Branch.  Ms. Gee has worked for Los Angeles County for over 30 years, 20 of which are within the Finance and Investments Branch.  She oversees the investments of the County’s treasury pool and deferred income retirement plans and is responsible for the debt issuance programs administered by the public finance office.  Ms. Gee is a member of Los Angeles County Management Council and Asian Americans in Public Finance.  She holds a Bachelor of Science degree in Accounting from California State Polytechnic University, Pomona.
